Case Studies Weatherization for the DOE/ORNL

The Institute for Building Technology and Safety is providing physical inspection services for single family and multi-family properties of weatherized and other residential retrofit projects by sub-grantees of the US Department of Energy’s (DOE) Weatherization Assistance Program (WAP) or other residential retrofit programs located within the continental United States, Alaska, Hawaii and US territories and districts. The primary objective is to perform inspections of properties, as assigned each month, and post results of each inspection on a secure database, as well as record inspection forms and photographs.
IBTS ensures the program's effectiveness by managing the day-to-day technical activities involved in determining levels of industry compliance within the regulatory program, while maintaining an implicit understanding of political dynamics. IBTS provides:
- Technical advisory research and support to aid DOE in decisions affecting home performance
- Detailed project management and work plans, including budgets and resource identification;
- Monitoring and evaluation plans and schedules;
- Detailed written processes and operational procedures to ensure consistency and accuracy;
- Routine monitoring of staff performance and quality control of project deliverables; and
- Reports to ORNL staff to ensure coordination and confirm action items and priorities.
Quality Assurance Inspections, Audits, and Document Reviews.
IBTS conducts process and product quality assurance inspections and quality audits in order to verify whether construction performance complies, to determine whether adequate controls are established, if they are functioning as intended, and whether DOE-approved third parties are performing in accordance with their procedures and regulatory obligations. IBTS also conducts compliance inspections and design and engineering reviews to determine conformance to Federal standards and regulations.
IBTS performs on-site reviews of home manufacturer records (production, service, complaints, etc.) in more than 200 locations across the country. These reviews determine manufacturer compliance with regulatory requirements and findings serve as data to be analyzed in the evaluation of state agencies that are responsible for monitoring manufacturer compliance. IBTS collects and analyzes data collected during this effort and conduct on-site assessments to evaluate the effectiveness and adequacy of the state agency’s procedures to comply with the regulatory and state plan requirements.
Compliance Monitoring and Data Collection
IBTS monitors program participants for regulatory, programmatic, and procedural compliance. IBTS provides independent validation and verification of business processes and procedures used by manufacturers, third-party agencies, and state government agencies. IBTS has developed audit procedures and has refined them over the years as lessons have been learned.
IBTS maintains and analyzes data on inspections, audits, document reviews and assessments to make recommendations to DOE concerning corrective actions, enforcement actions, training needs, and other regulatory-related decisions.
IBTS is able to bring the project a reliable partner and technical advisor, ensuring high quality project deliverables and consistency and compliance on a national scale.
